About this Case:
In July 1990, Phlisia ran away from the Urban Peak Teen Advocacy Facility with three teenage boys. Together, they set out for California in a stolen car, but Phlisia never made it. Two days later, on July 20, 1990, her body was discovered face down in the water at Island Acres State Recreation Park near Palisade, just off I-70. She had been left to drown. Investigators found drag marks leading to the water and two different, identifiable footprints near her body.
